Summary of policy aims The overarching objective of the East Ayrshire IJB Strategic Plan, with delivery through the Health and Social Care Partnership, is to work with all our partners and communities to improve and sustain wellbeing, health, care and promote equity.



The Plan is focussed on delivery against the following outcomes for health and social care services:



1. More people and families have better health and wellbeing and with fairer outcomes

2. Health and social care is delivered in a way that promotes wellbeing and in ways that suit people and their carers

3. People, unpaid carers, families and communities achieve their outcomes through seamlessly joined up support

4. We have the right people with the right skills in the right place at the right time, to support people, families and communities to achieve their goals

5. East Ayrshire is a safe place for people to live, work and visit.

6. Digital technology has improved local wellbeing and transformed health and care



The IJB has a long-term Strategic Plan to 2030 for the functions that are delegated by East Ayrshire Council and NHS Ayrshire and Arran Health Board, with a statutory requirement to review the Plan every three years.
Key issues The Equality Impact Assessment evidences the positive impact of the IJB Strategic Plan on those who are part of, or represent people with protected characteristics.

In relation to the Fairer Scotland Duty, the Strategic Plan will ensure that health and social care services address the particular challenges faced by people, families and communities who are socially and economically disadvantaged. A key objective is improve health and wellbeing outcomes for all residents where they have access to the care and support they need in the right place at the right time, and where they can be healthy and well.
Summary of involvement with Groups The IJB's strategic planning function is based on ongoing dialogue with key stakeholders including the workforce, individuals, families and communities, and with people who use services and their carers, to deliver the best possible outcomes.



The Strategic Plan has been developed by engaging and consulting with governance groups, the health and social care workforce, delivery partners and with the communities we serve. The feedback gathered has led to an improved understanding of local perspectives on what matters most to people, in terms of their health and wellbeing. A full report has been completed on the consultation and feedback.



Feedback from the HSCP community conversations has helped to inform the development of the Strategic Plan and the Participation and Engagement Strategy, and has been incorporated into Service Improvement Plans.



Focused consultation on the Strategic Plan was carried out from April to June 2024 using a multi-faceted approach incorporating online, targeted, and light-touch engagement. The engagement focused on people who use our services, unpaid carers, the wider public, the workforce, third sector, provider organisations and governance groups.



Targeted discussions took place at East Ayrshire's Equality Forum, IJB Stakeholder Forum and Alcohol and Drug Partnership Lived Experience Panel and East Ayrshire Recovery Network. `Light-touch` engagement took place at Alzheimer's Scotland, Learning Disability Week Information Event and Dalmellington Health Hub. A focused session was also held with IJB Strategic Planning Group members.



The comments and suggestions received through the engagement programme have helped to inform and shape the final Plan.
Key recommendations As no negative or advise impacts have been identified from this Equality Impact Assessment, it is recommended that the IJB Strategic Plan 2024-27 is introduced without amendment.
